BSEC-URTA strengthening ties with Road Transport Associations along the Mid Road Transport Corridor crossing Central Asia

Upon the kind and generous invitation of the Chairman of the Association of International Road Carriers of Uzbekistan (AIRCUZ), Mr. Sanjar Pulatov, BSEC-URTA held on 2nd September 2024 the 44th Meeting of its General Assembly in the hystoric but also contemporary and beautiful  Tashkent, Capital of Republic of Uzbekistan.

The Meeting was the first one in a row of 4 events organized by AIRCUZ during 2-5 September 2024 in cooperation and coordination with the International Road Transport Union (IRU), BSEC-URTA and the Ministry of Transport of the Republic of Uzbekistan.

The 44th Meeting of BSEC-URTA General Assembly brought together representatives of 14 Member Associations from 10 BSEC Member States and 4 Observer Organizations from Europe and Central Asia.

In recognition of the important role BSEC-URTA has and the work done so far for promotion and facilitation of the international road transport of goods in the Black Sea region and its neighbours from Central Asia, high level Guests honoured with  their attendance and contribution the General Assembly- First Deputy Minister of Transport of Uzbekistan, H.E. Mamanbiy Omarov, Deputy Secretary General of the Black Sea Economic Cooperation Organization (BSEC) HE. Amb.Dimitrios Rallis, Deputy Secretary General of the Organization of Turkic States (OTS), Mr. Mirvokhid Azimov, President of IRU, Mr. Radu Dinescu, Secretary General of IRU, Mr Umberto De Pretto and Advisor to the Secretary General of PABSEC, Mrs. Natia Gaprindashvili.

The General Assembly took note, considered and endorsed activities developed during 2024 by the International Secretariat under the instructions of the Management Council of BSEC-URTA such as –

– Expansion the BSEC Permit               System to Azerbaijan, Bulgaria and Greece in parallel with the introduction of security bar codes to the quota of permits in 2025 and start of its digitalization

– Monitoring of the waiting  times at Border Crossing Points       along the region’s main road transport corridors and actions for their reduction such as single window, joint controls, special lines for trucks having Electronic Customs Pre-Declations.

– Digitalization of the TIR system, CMR, Permit System and Visas for Professional Drivers

At the same time the General Assembly endorsed the Working Program for 2025 and its related Budget and amended the BSEC-URTA Statutes following the proposals of the Management Council and some Member Associations.

Since the 44th General Assembly is the autumn session meeting of 2024 and since the terms of office of President, Deputy President and Vice Presidents of BSEC-URTA end 31 December 2024, the General Assembly held elections for the above mentioned positions which will enter into force as of 1st January 2025.

Unanimously and with row of applauze BSEC URTA General Assembly reelected Mr Eduart Kasa as its President for the term of office 1st January 2025 – 31 December 2028. 

By the nomination of President Mr Eduart Kasa, Mrs. Miovska from Best Mobility NTA  of North Macedonia was re-elected unanimously  as the Deputy President of BSEC-URTA, term of office 1st January 2025-31st December 2026 . 

At the same time Mr. Iulian Postica from AITA , Moldova and Mr. Romeo Medan  from UNTRR, Romania  have been elected Vice Presidents of BSEC-URTA, term of office 1st January 2025 -31st December 2026. 

The 44th Meeting of BSEC-URTA General Assembly warmly thanked the actual team of the Management Council, President Mr Eduart Kasa, Deputy President Mrs Olivera Miovska, Vice President Mr Apostolos Kenanidis and Vice President Alexander Spasic for their hard work and achievements for promotion and facilitation of the international road transport of goods during their term of office and called on them to continue supporting the newly elected leadership of BSEC-URTA.

As far as the next General Assembly is concerned, the President of AITA, Mr Valeriu Tulbu expressed his and his team readiness to host it and  proposed as its venue Chisinau, Moldova and warmly invited the General Assembly to consider as timing for it May 2025. A row of applauze endorsed Mr Tulbu proposal.

 Before clossing the meeting, President of BSEC-URTA and Chairman of the meeting Mr Eduart Kasa warmly thanked to the High Level Guestes for their participation and value added to the meeting, to all participants for being in Taskent and contributing to the meeting and to the Chairman of AIRCUZ, Mr. Sanjar Pulatov and the valuable staff of AIRCUZ for the excellent organization of the meeting and for the heartfelt and warm hospitality extended to all participants.
