The 45th BSEC-URTA General Assembly, which took place on May 16, 2025, in Chisinau, Moldova, addressed key issues and decisions regarding regional transport and logistics cooperation.

High-Level Participation and Valuable Contributions
Prominent figures participated in the meeting, including HE Nicolai Mindra, State Secretary of the Ministry of Infrastructure and Regional Development of Moldova; Mr. Alexandru Iacub, General Director of the Moldovan Customs Service; HE Ambassador Lazar Comanescu, Secretary General of BSEC; and Umberto De Pretto, Secretary General of IRU. Their contributions significantly enhanced the discussions.
Key Decisions Taken
Highlights of the decisions made during the Assembly include:
- Digitalization Efforts: Continuing digitalization initiatives, such as promoting e-TIR and e-CMR systems, were encouraged with strengthened cooperation between BSEC-URTA, IRU, and UNECE.
- Border Crossing Solutions: Improvements at the Leușeni (MD)-Albița (RO) border crossing were recognized as highly “good practices,” in the BSEC region, and further promotion of these practices, such as exemplary coordinated work between the Official Authorities of Romania and Moldova, Single Window, dedicated Customs Directors and Personnel working for facilitation and pioneering systems of Modern Customs Solutions, expedited passages for TIR-EPD and pre-declared information were welcomed by the General Assembly and requested Secretariat to promote and highlight these practices.
- Women in Transport: The newly established Working Party on the Role of Women in Road Transport was commended, and projects to improve career opportunities and working conditions for women were encouraged.
- Newcomers to the BSEC-URTA Family: SC Seyir Mobile from Türkiye was granted “Associate Member” status starting July 2025.
- New Working Party: General Assembly instructed the International Secretariat to start its studies to form a Working Party on Passenger Transport to contribute to more robust logistic chains in passenger traffic on road
Future Plans
The 46th Meeting of BSEC-URTA General Assembly will be held in Türkiye in autumn 2025.
