BSEC-URTA Delegation visits Leușeni – Albița Border Crossing Points between Moldova and Romania : A Model for Regional Cooperation

On 15th May 2025 a BSEC-URTA delegation paid a field visit to the Leușeni (Moldova)-Albița (Romania) Border Crossing Points. This visit held on the eve of the 45th Meeting of the BSEC-URTA General Assembly was organized by the International Association of Road Hauliers of Moldova (AITA)  which is also the kind host of the above-mentioned General Assembly.

A Tradition of On-Site Engagement

BSEC-URTA has established a strong tradition of on-site visits to monitor developments at key border crossing points and logistic hubs across the Black Sea region. This visit showcased the advanced customs solutions and cooperative practices implemented by Moldovan and Romanian authorities at the Leușeni-Albița border crossing.

Key Observations from Leușeni-Albița

  1. Strong Bilateral Cooperation:
    The commitment and shared vision of Customs Administrations directors and personnel from Moldova and Romania were instrumental in facilitating seamless border crossings. Their cooperation and collaboration set an exemplary standard for other border crossing points in the BSEC region.
  1. Modern Customs Solutions:
    The Leușeni-Albița crossing employs state-of-the-art tools such as the Single Window system, coordinated operations between neighboring countries’ customs personnel, and efforts toward implementing a “One Stop Shop” mechanism.
  1. Public-Private Sector Synergy:
    Moldova’s success at the border is attributed to effective cooperation between public and private sectors. Projects initiated through partnerships with AITA have significantly enhanced Moldovan transport and customs systems.
  1. Facilitated Fast Passages:
    The implementation of fast lanes for transporters utilizing pre-declaration and TIR-EPD systems demonstrates an effective approach to streamlining logistics chains, which could be replicated across the BSEC region.
  1. 24/7 Phytosanitary Services:
    Unlike many other border points in the region, Leușeni-Albița offers round-the-clock phytosanitary services, emphasizing the critical role of uninterrupted operations in supporting trade and transport.

A Model for the BSEC Region

The advanced practices and cooperative spirit at Leușeni-Albița underline that both EU and non-EU countries can successfully implement modern customs solutions and work collaboratively. These efforts are crucial for building stronger logistic chains and facilitating international road transport.
