BSEC PERMIS, BSEC-URTA International Secretariat and the Turkish Ministry of Transport and Infrastructure join efforts to further advance the successful BSEC Permit Project started in 2010

The Ministry of Transport and Infrastructure of the Republic of Turkiye hosted representatives from the BSEC Permanent International Secretariat and BSEC -URTA International Secretariat to discuss issues related to road transport of goods by implementing and further developing successful facilitation tools such the BSEC Permit Licence System.
On 5th November 2024, during the meeting of BSEC Member States parties to the BSEC Permit Project, the Albanian Ministry of Transport proposed a Pilot Project for a BSEC Multiple Usage License System, aimed at strengthening the BSEC Permit System. BSEC PERMIS and BSEC-URTA International Secretariat were tasked with developing a project proposal to be presented at the Autumn 2025 meeting. In response, BSEC-URTA International Secretariat has drafted a BSEC Multiple Licence Sample and a related Guidebook, featuring detailed rules and visual guidelines, now ready for evaluation by the BSEC Member States, parties to the BSEC Permit System.
On 2 June 2025, a fruitful collaborative visit of public-private partnership took place at the Ministry of Transport and Infrastructure of the Republic of Turkiye, aimed at gathering valuable feedback on the proposed model. The joined delegation of representatives of the International Secretariats of BSEC and BSEC-URTA included Sergei Kravchenko, Project Coordinator of BSEC Permits, BSEC PERMIS; Alpdogan Kahraman, Sadiye Nuhoglu and Elif Nuhoglu met Mr Hasan Boz, the Head of Department of International Relations of the Ministry of Transport and Infrastructure of Turkiye together with his professional team, who have been instrumental in pioneering the development of the electronic road permits. These innovative permits have already been successfully implemented in Azerbaijan and Uzbekistan, with aspirations for further geographic expansion.
During the recent meeting, the delegations also discussed transitioning from paper-based BSEC Permits to the digitalization of the entire BSEC Permit System. They explored innovative solutions to streamline this process and reached a consensus on key strategies. Notably, the digitalization has already begun, with successful collaborations among Türkiye, Moldova, and Ukraine setting a strong precedent.
