BSEC-URTA Digitalization Working Party Held its Meeting on 5th March

The BSEC-URTA Working Party on Digitalization held its meeting on March 5, 2025, under the president, Mr. Ahmet Karakaş, TOBB.
The Working Party covered essential subjects such as digitalizing road transport documents and hosted valuable guests.
The Working Party’s first subject was the digitalization of the CEMT document, which, after its full digitalization by 1 January 2026, would be the first digital road transport document to be used in a vast geography.
The digitalization story and future of the CEMT document were presented by its esteemed guest from the International Transport Forum (ITF), Mr. Justas RASOMAVICIUS, Manager, Road Transport Group.
Mr. Justas shared the journey of digitalizing the CEMT document, its software database, expected trials, and the countries’ and users’ future adaptation process.
The second guest was from TOBB-UND. Mr. Emrecan Erkuş, Business Analyst at TOBBUND, shared the TOBB-UND Project, REGISTA, one of the first examples of Artificial Intelligence used in user customs operations. Mr. Erkus’s presentation shed light on significant numerical advantages that can significantly contribute to customs operations by Artificial Intelligence. Participants also discussed the benefits that can be implemented on the BSEC border and customs operations by using Artificial Intelligence.
The third quest was for UNECE’s esteemed representatives, Mr. Guillaume Gay, Associate Systems Officer, and Jonathan Valdes, Information System Officer, UNECE, to inform participants about the latest trends on the digitalization of eTIR, which the BSEC region highly expects.
The Working Party also hosted important figures of digitalization, such as Mr. Hasan Boz, one of the significant contributors to digitalization through his collaboration with BSEC PERMIS and BSEC-URTA on the digitalization of the BSEC Permit and one of the significant contributors to the electronic permit that began to be used by Türkiye, Azerbaijan, Uzbekistan, and TRACECA representatives.
