BSEC-URTA Working Party Highlights Border Pass Success and SENT System Challenges

The BSEC-URTA Working Party on Digitalization convened online on 16 September 2025 under the chairmanship of Mr. Ahmet Karakaş of TOBB, with the participation of member associations, international partners, and observers. The meeting welcomed the Border Pass system, developed by TOBBUND in cooperation with BSEC-URTA, which introduces a prepaid fuel card for Kapıkule and Ipsala border crossings. The system enables cashless and secure fuel purchases, simplifies procedures, and ensures financial advantages for BSEC-URTA members, including quarterly commission refunds.
The Working Party also reviewed the Polish SENT system, designed to monitor the transport of goods via digital infrastructure. Members emphasized significant shortcomings such as signal interruptions, language barriers, delayed penalty notices, and high fines affecting especially SME transporters. The Working Party concluded that BSEC-URTA should continue monitoring the SENT system closely and support its members with training and technological solutions to mitigate risks.
